Well if the government directly harms someone it could be said to owe someone compensation, and certainly it owes what it borrows, but maybe that's getting away from your point.

I agree that the general idea that "there is a problem, so the government must throw money at it" is both often wrong, and an idea that's applied far to often. I would like to see a smaller role for government in general in the US and esp. for the federal government.
