The big problem with diesels is sub-micron particulates. They can be inhaled deep in the lungs and, in large enough numbers, cause some serious problems. Now, they can be dealt with filters and other methods, but it is a critical maintenance item.

I remember reading somewhere that diesels are good globally, but bad locally. So your explanation makes sense. So its good that those Europeans are using them but not Americans. <g>
