You're wrong. Perjury has to involve testimony material to the case. The Jones case was summarily dismissed by Judge Wright which rendered Clinton's deposition immaterial.
Cite an example of lying under oath that is not perjury. The law does not excuse perjury because a case is dismissed. For example, the perjury could have CAUSED the dismissal in which case it would certainly not be excused.

That's the law. Perjury is a crime. Lying under oath isn't always perjury and it isn't always a crime.
That's what you THINK the law is. Try it in a court.
