The fed is trying to grease the financial wheels by adding liquidity through Discount Window ("the fed is injecting liquidity"). The lowering of the Discount Window rate encourages banks to take and use that liquidity. The current problems in the financial markets stem from not enough liquidity. It is a temporary problem.

The fed has also extended the time banks have to repay the loans.
