No its not. The use of Nokia's IPR by QCOM royalty free was a point negotiated and agreed by the parties in the current license agreement. Nokia has an option to renew the license on its current terms. If they continue to use QCOM IPR, QCOM hasd every right to continue to use Nokia IPR royalty free.
