"Cheering" may be too strong a word, but I think it's safe to assume that Americans are "glad" that the family was provided medical care in this country.

You're sure jumping to conclusions from the text of one article.

I don't think your assumption is a "safe one" at all.

I think most people are very concerned with the cost of health care and who pays for it. I don't think most appreciate the notion of aliens waltzing in for medical care at the public expense. Nor did that article make it at all clear that the Canadian system would ultimately pay. "Transport" likely means exactly what it says, not the entire cost of the stay and care.
