Which you claimed were poor and black and hence democratic. But, it is easy to prove that all inner cities are not all poor and black, despite voting democratic.

Depends on how you pick your granularity. If you pick a whole city, there will always be a mix of income groups. But the point was that the bottom of the income distribution are overwhelmingly Democrat. So if you want to (dis)prove the theory, you have to go to a granularity other than entire cities, but something like a zip code or even smaller area, where you will find concentration of low income residents without yuppies being mixed or much of a middle class being mixed in.
