The issue is not so simple as just "speaking abroad". Spies within the Perry machine have disclosed potential illegalities by Perry and his henchmen and Perry has lied to the public, then when caught in lies, refused to speak. The Karl Rove departure may have some bearing upon this as he is involved with Perry in the same crimes.
The main issue has to do with Perry's (and Rove) acting as an agent for various foreigners with regards to delivering to these specific foreigners assets belonging to the people of Texas, lying to the people of Texas about it, and when caught in the lies, refusing to answer any requests for clarification, even from other elected officials of Texas.
This is mostly tied up with the "Trans Texas Corridor", which is really a giant toll roadway down to some Mexican ports, and the efforts on the part of Perry to turn the ownership of this and already existing Texas roads and other facilities over to specific foreigners, in this case a group from Spain and another from Australia.
As the Perry speech to the assembled Bilderbergers (this has been disclosed by Perry insiders) included elements of his strategy to act against the interests of the people of Texas and that individual Bilderbergers are part of this conspiracy, it could be said that Perry went abroad with the purpose in mind of committing treason against his neighbors.
The Karl Rove departure is likely related to this. Rove, along with Perry has been working for years for an "open border" policy, and when the amnesty bill was defeated and Republicans began to realize that Bush is not a conservative, Bush began a damage control program, getting rid of Rove and bringing in Gillispie, who is more acceptable to conservatives.
