You're correct that vibration isolation is not a problem. In fact, one could argue that it is the responsibilty of the customer. But that's a fine line. It's good of Cymer to solve this problem for the customer.

It is possible that the vibration is not site related. It could be internal to the laser. We don't know the details yet.
