Chances are you'd just be spending tens of Billions of dollars laying asphalt and pouring concrete for IRAN to wind up using --- at least in the Shia South. (Bases we build in Kurdistan are likely to be around a while... but, who would want any out in the desert badlands of Sunni Western Iraq? The Sunni lands are likely to be battlegrounds between Shia 'Iraq' (and it's military backer Iran), and the Sunni minority in 'Iraq', former Bath Party members (and their military backers, the Sunnis of Saudi Arabia and the Sunni Gulf).
