It might suggest that

Product development might be taken over by central marketing
as to direction. This is where Schmidt brought in two new people.

Unfortunately the products still have to be built, Gibson's job, regardless of who determines what is to be built.

Thus the product lines may not have lost control over the direction to the two new guys but may have gained even more control without Gibson around to pull it together.

In other words without a decisive manager things might get more fragmented at the development end, with every product line tugging the organization in a different direction.
