The law requiring the Iraq war report by September 15 states that “the president shall submit” the assessment to Congress after consulting top military brass, the US ambassador to Baghdad and his national security team. What law? Link please. As aside, you might try and understand why Congress would rather get the report from the horse's mouth rather than a regurgitation by the WH where the bad parts are deleted.
