Successful drugs and vaccines have to pay for the development of others that don't make it, and for corporate overhead. Vaccines have the additional concern that you don't know how much will be used

Also a product is worth what people will pay for it. If it could be profitable at 1/10th the price that doesn't necessarily mean 10% of the current price is somehow the "right price".
