Redux is thinly traded, i.e. not many shares trade each day.
In order for a trade to happen, someone has to agree to buy at the
current ask price, or sell at the current bid price. In theory, if
everyone is stubborn, you could have the bid at say $1.65 and the ask at $1.66 and have no trades for days, until someone gives in.
There are not a whole lot of RDX shares in play, hence the "illiquidity". Companies like Intel have millions of shareholders, so it is very liquid. Fewer shares and shareholders means fewer trades.

By the way, don't expect to see RDX rise much until the recent financing is officially closed. Big players with the most shares will want to keep the price down until then, otherwise, the financing price of $1.60 could be raised, and they don't want that.
After that is done, I expect you'll see a rise.
