Gambling is illegal in all of the UAE. It's illegal in every "Muslim country", as far as I know. They say the buyer is "a gov't owned holding company"? Neither gov't nor private? What does that mean.....do you know? It's an investment fund owned by the government of Dubai, and it invests in stuff around the world. The oil rich Gulf nations all have huge government funds that invest the petro dollars in various instruments all over the planet. China parks it's budget surplus in US treasuries, the Gulf countries put some of their surplus into stocks/properties/hedge funds, etc.
