You seem to be assuming that all of those $43k or lower jobs represent the sole source of income for a family of four or larger. You should consider that the person with that job might have other sources of income, the family might have income besides the income from that one person, and also that many people who make that much, in expensive areas (and to a lesser extent even in cheaper areas) as the total household income don't have any kids.

Also remember since low paying jobs turn over faster, a much larger percent of the new jobs will be low paying than the percentage of all jobs that are low paying, even if the average job's pay is increasing (unless its exploding upwards, and I never claimed it was doing that)
