We didn't get the guy who did it. Frankly it's not avenged at all.

Other than the hijackers themselves (who died in the attack) the person who best fits "the guy who did it" was Khalid Sheikh Mohammed, who we did get. Ramzi Yousef, who we also got may have been behind it as well.

bin Laden likely left before we attacked in force. If we where to surround the area with enough force to cut off any reasonable chance of getting out, and also not rely on local forces as many people have suggested, it would have taken a lot longer before we where ready to start the attack, giving bin Laden even more time to get away.
