Even not meeting "the number 1, announced goal" doesn't mean not getting any measure of justice or revenge. Also it really isn't and wasn't the most important goal, or properly should have been the number 1. Taking out the training camps, and capturing or killing numerous people below bin Laden (from someone like Khalid Shaikh Mohammed to numerous low level nobodies in the organization) was more important than just getting any one man even bin Laden.
