Maliki was just in Syria, where al-Douri is supposedly holed-up. It's at least plausible.

Another theory (DEBKA?) has it that Malaki has also made a deal with Syria's President Assad to pipe Iraqi oil through al Anbar province and Syria to the port of Tripoli in Lebanon, breaking Iran's chokehold on Iraqi oil exports through the Straits of Hormuz.
