GWB's philosophy does not line up in all respects....for instance, his tax, defense and "ownership society" policies are conservative...while his budget and immigration polices are moderate to liberal (i.e., insane).....I think it is hard to define any person's political philosphy as entirely consistent....but I would say (being kind) that Bush is more of a moderate than a conservative....
