There is a lot more going on here then animal abuse IMO. Interstate transfer and gambling come to mind. Also the manner they killed some of these animals is pretty heinous. I wouldn't feel half the distaste for the sick bastard if he had just shot them rather then electrocuting or slamming them into the ground until dead or drowning.

Were this just cruelty to animals he would be dealing with a Virginia DA and looking at a fine and community service.

Thats my take on it for what it's worth.
