Cheney scammed five deferments saying he had other priorities. Like what? Like applying salve 3 times a day on Limbaugh's butt-boil?! ROTFLMAO. I posted the 1994 Cheney speech on this forum a few years ago. We can say that Cheney certainly cannot take refuge in incompetence now. He knew exactly what he was doing when he decided to invade Iraq.
