Let me put it in terms a JERKY can understand. You give your kid $3 a week allowance, how much do you think they will spend? You give your kid $5 a week allowance, how much do you think they will spend? Congress is NO DIFFERENT from KIDS except they are MORE IRRESPONSIBLE in that they will spend THE NEXT WEEKS ALLOWANCE without a qualm. Reagan tried to STARVE Congress but they raided the NEIGHBORS FRIDGE. jdn
