Is that because Penryn has about the same performance as Core?

Clock for clock, it's actually a little bit better is some benchmarks and a quite a bit better still in others. But don't overlook the point that the clock rate will likely be even higher and with a significantly smaller die it will be cheaper to produce and power consumption will improve as well. The real kicker is that based on their track record it is very likely that Intel can produce and ramp Penryn while based on AMD's track record it is unlikely they can do the same with Barcelona. Barcelona, if it ships at all, with not compete particularly well with Clovertown except at the low end in the majority of applications and it just gets worse from there. AMD's documented yield problems show that they won't produce very many of them without consuming too much fab capacity and the bin distribution will leave them with lots of low speed parts. Nevertheless, we are comforted by Hector's insistence that he is really excited by AMD's product line up and Henri Richards equally confidence inspiring support of AMD's future.

Oh.. Wait a minute...
