GZ, I think you're misstating Paul's position. His point is that using our US military against terrorists is like taking a sledge hammer to ants. That was why he suggested the issuance of "letters of marque and reprisal," or some sort of updated version of such a concept. I'm not advocating that idea, but it does bear some merit in concept.
