Not entirely. Business, especially large businesses, get their interests taken care of. To take Nazi Germany as an example. Inmates of many of the concentration camps were used as slave labor by the large companies. The large companies worked directly with the government on a number of issues, Hitler consulted with many of them on a regular basis. Because if hadn't of been for their support, the Nazi party would have died early. Same with Mussolini. Both countries brutally suppressed the labor unions and cut wages.
