Plea bargaining depends on so many different things, including the identity of the prosecutor, the personality of the perp, the quality of the lawyers, and the way the press is managed. I agree that more serious crimes have received lesser punishment in some cases. My generalized reaction is that this simply means that those more serious crimes were inadequately punished, not that Vick is being over-punished. The bottom line is that life is not fair. It was no more fair when Vick got a $122 million contract for 10 years of work. Ya win some, ya lose some on the so-called fairness continuum.
