Even then, the secretary that typed most of the memos for Smirk's commanding officer said that she typed many memos like that one. She, however, did say the terminology was wrong.

So, it may have been a fake, but the information in it was verified by someone who should know.

And what better way to kill the truth than to make it appear to be faked?

I think finding out exactly who faked the memo would be an interesting thing to do.
