The dumbest project I have ever seen is actually breaking ground: clearwatercentrecondos.com Or at least they have a crane up and some porta potties. It is not in downtown Clearwater, it is in no man's land, within a half-mile of it there are three "labor ready" type businesses, a homeless outreach center, two check-cashing businesses, several thrift shops, and a grocery store that specializes in damaged canned goods and food that is beyond its "sell by" date. When it was sold for renovation a couple of years ago it was a Class C office building with no windows.
