Great article Sam, and on a subject that desperately needs to be addressed. How do you change a ponderous bureaucracy where promotions are based on "go along to get along" into one where innovation, creativity and rational risk taking at the top levels of decision making are possible? And, especially, how do you do that when, as now, the civilian leadership systematically punishes anyone and everyone who has the nerve to dispute the party line while rewarding the most pedestrian, compliant officers with promotions and the most important assignments, even after their judgement has been proven dismally wrong? What a mess. Ed
