I have occasionally heard women say (or said it myself), "Hey, has anyone got any toilet paper?" and from down a couple of stalls comes a "yeah, hang on!" and then from under or over a hand appears with a bunch of sheets. Lots of gratitude.

Maybe Craig just needed some toilet paper.

It does seem an odd thing to do when you don't know the person next to you- too likely to result in someone knocking you on your ass, as a PFPer said he did to a man once when he was propositioned. Either men engage in this more than we know, or could the agent have done something that signalled his own interest? But that would be entrapment, yes?

"Misconstruing" has the sound of desperation.
