I think he was trying to beat the system, not necessarily thinking that it was criminal to do so. People who go out and shoot game illegally know it's criminal and shouldn't be surprised when they end up in the hoosegow.

Back in the depression Game Wardens made forays into the field in order to enforce the game laws. They made visitations along the way out of necessity, and were always fed supper if not given a bed and breakfast too at every ranch they stopped at.

Best beef they ever ate.

Of course, the farmers ate elk that were tromping down their haystacks and sold their beef, also out of necessity.

In those days, common sense was the rule. In some respects it was better back then. Suspending kids from school these days for having Tylenol in their purse or drawing a picture of a pistol does not cut it, in my opinion.
