No, they have constitutional rights under the rule of law, which the Prime Minister cannot revoke at his whim. They are citizens.

So you live in a Muslim country that does not implement Sharia. Good for them. However, the sheikh still could toss you out tomorrow, which is more than the Israeli PM could do to Israeli Arabs.
