I think so. Remember the Brits had signed the White Paper in 1939, cutting off Jewish immigration. And Palestine was not really a motivating factor at all in Egypt or Iraq or North Africa, where the Nazis made their biggest inroads. Remember, this was before the Arabs turned Palestine into this big cause celebre. It was still a local issue. So it was a big deal for the Mufti, who became an ardent Nazi, but not for other Arabs. They had their own concerns.
