Sounds like something a congressional committee would cook up. How about people put "repeat offenders" on ignore, if it is really so traumatic? (Freeloaders that complain they don't have ignore should be banned.)

Of course, it isn't the number of posts, but rather the negative-on-AMD content to which 99% of the speedlimit whiners really object, but won't admit.
