That appears to me to be saying that if the Nation of Israel as in Israeli Military is attacking or agressing then the suicide attack would be justified as a defensive measure but attacking innocent Jews willy nilly is taboo. Jews in a deli of Vermont for example, or Israeli school children on a bus or in a Pizza Parlor (your example) are covered by his fatwa as well. I would label your statement as propaganda, but then I would have to listen to how insulted you are, so I wont this time.
