I don't think so. I have no expertise in this area, but usually when the needy in this country get assistance, they are not required to spend down to absolute poverty before they get help. Usually you get to keep your house and your car, they just expect you to spend down almost all your savings before bailing you out. So if your guy had savings, he would be expected to use them to pay his bills. If he had future earning power, he would be expected to pay off at least part of the bill over time. I really doubt they'd take his house.

If this is not the case then why buy health insurance?

That's an interesting question. A lot of people opt to not carry health insurance. Particularly young, healthy people. Insurance is "insurance," after all. No one is required to have insurance for any risk except the risk to others, like liability insurance if you drive a car. I've had periods in my life when I didn't have health insurance. Sometimes people sloppily use the terms "health insurance" and "health care" interchangeably. They're not the same thing. You can get health care without insurance. You can always get emergency care. What you don't get is an annual physical unless you have insurance or a check book or credit card.
