I'm not trying to fix their system - I'm saying they need to have their insurance pay at our rates when they use our hospitals.

PS: I had minor eye surgery once in Pyongtek South Korea, the doctor made an incision in my eyelid to remove an infection and then used UV light to kill bacteria and gave me a three day supply of antibiotics - all this cost me $10. Now in this one room was four chairs with three guys smoking, the concrete floor was disgusting and the instruments were sterilized in a big stainless steel bowl filled with a green liquid. Once the Air Force doctor was back on base I visited him to confirm the other guy did the right thing and he said the incision could be made either vertical or horizontal and the choice was made on the location on the eyelid to minimize irritation from the scar created. Then he said, judging by the black and blue mark on your eyelid he made the cut the correct way - promptly charged me $100 for the consultation and sent me on my way.
