Frauds, con-artists, "rent seekers", dishonest people, and general ass holes are active elements in any type of system. They hardly have any special connection to the free market. Even in repressive totalitarian societies you have con-artists and such, and of course you have the totalitarian rulers, who are much bigger asses, and do much more harm than any snake oil salesman. At least in a free market you have some degree of choice about whether to deal with the asses or not. If the government is the asses your choices and they control much of the economy, than your choices are much more limited.
