I only focus on FDR because so many argue that he did such a good job. Others before him generally due get a bad rap, and even if they deserve it there is less need to pile on than to challenge all the praise that FDR gets.

The Republicans also created problems that helped cause the great depression, in particular Herbert Hoover, who did very well at lower positions but had some bad policies and failed to oppose (or at least failed to effectively oppose and thus prevent) others. In particular he signed the the Smoot-Hawley Tariff Act (after initially opposing it). He also pressured companies to maintain higher wages (which pushed them to lay people off when the businesses' income went down). He also intervened in negative ways in agriculture. And he raised the income tax, corporate tax, and other forms of taxes, as the economy was going in to a down turn.

Neither the start of the great depression, nor its length is totally because of the presidents, there are many other political factors, and many non-political factors. But Hoover (along with the Fed) has to get a lot of blame for the depression's start, and FDR (along with Hoover) deserves a lot for its length.
