Looks like plans of the bailout coming today. Futures crazy green.

U.S. stock-index futures rallied on speculation the government will help people with delinquent mortgages keep their homes.

Countrywide Financial Corp., the nation's largest mortgage lender, and Lehman Brothers Holdings Inc., the biggest underwriter of bonds backed by home loans, advanced. Dell Inc., the second-largest maker of personal computers, rose after posting profit and sales that beat analysts' estimates.

Standard & Poor's 500 Index futures expiring in September increased 15.6 to 1,477.2 as of 8:45 a.m. in New York. Dow Jones Industrial Average futures added 106 to 13,385. Nasdaq-100 Index futures jumped 17.5 to 1,992.25.

President George W. Bush will today announce plans to let the Federal Housing Administration guarantee loans for borrowers with poor or limited credit, according to an administration official who spoke on condition of anonymity. Investors also awaited remarks from Federal Reserve Chairman Ben S. Bernanke that may provide clues on the outlook for interest rates.

``This is a clear signal that the government wants to help households in distress,'' said Carsten Klude, who helps manage $20 billion as head of investment strategies at M.M. Warburg & Co. in Hamburg. ``That's good news because it eases concern that private consumption may falter.''
