China's centralized government has a very tough balancing act. On the one hand they have an ecological disaster that can't be sustained and on the other hand they have a massive population that must be placated with the jobs and economic growth that the ecological disaster provides. China has a "transient workforce" of some 200 million that moves from economic opportunity to economic opportunity. That 200 million is a "Tiger that has to be fed" or it will "Turn on its keepers".
