I don't think they are out, the number they made in anticipation of an invasion of Japan is larger than all the military casualties since WWII. Its more likely that the particular warehouse/supply point/storage facility, where he would normally have gotten the purple heart was out. I suppose they really could be out if a large number from that pile got lost or damaged or destroyed. "What's going on Iraq and Afghanistan" is small by the standard of previous conflicts. If it caused the supply to run out its only because the supply had gotten very low.
