Did he try to use an ATM? A lot of ATM cards have very low withdrawal limits to minimize the amount of cash a thief can get if someone manages to steal your ATM access info and PIN. If this was the cause of him only being able to get $100, you can have the limit adjusted upward simply by asking his home branch to change it.

If OTOH he went to a teller and they told him that, I would get all my money out of that bank ASAP -- no if's ands or buts -- the bank is either about to go under or they have a major league service problem, neither of which should be acceptable to you or your father
