Well, now you've introduced yet another dimension--long term monogamous relations and random sex. Last time I checked the latter is not illegal even if one is married. So your concerns are not legal ones but "moral" ones. I gather you would like to reduce the choices that adults have vis a vis sex with one another. Only sex within marriage. Let's hope no one elects you to any place you would have a chance of enacting that.
