I was just trying to be sure of the question. A terrorist is now "anyone that would take up arms against America." There are people that, most of the western world, would define as terrorists in every nation on the globe. I advocate that we not attack the entire rest of the world. Not a good move at all. I still contend that your starting question is to vague to answer well. If we are talking about nations, that would dictate one set of responses. Small numbers of people trying to hide within a native population would call for another. Either way, the current methods are not gaining us long term friends or security.
