Ultimately there needs to be two stages of achievements for Iraq if they are to stablize with a decent society. Neither is a done deal.

1) Keep the US forces until threats from tyrant wannabees is under control. During which time they need to solidify their own control over National security.

2) Once they have the ability to maintain their own security they will have to get tough with us diplomatically. I'm not sure they are capable and if they are I'm not sure we are capable of seeing that as a good thing... Something like, "Hey, this aint America, this is Iraq... If you stick around, you are working for us from here on out." I hope stage two is done in a dignified manner, but at some point we no longer have a status other than as guests providing services to them. We want allies which will be a tough balancing act; they wont ever be happy if they are subject to our power within their own borders.
