Failing that I think picking one US state that is geographically isolated from the rest - HA - would be a great experiment.

Hawaii is not a closed system. I was under the impression that alcohol prohibition was a great experiment (failed), or conversely that the repeal of alcohol prohibition was a great experiment. Did alcoholism disappear either way? Nope. Most of these drugs were legal and unregulated for eons. Did they cause problems? Sure. Compared to what is going on today? Not even close.
