Those who say we're winning the War on Drugs are either lying"" lying.. they do not want(financially do have the bucks) to put the resources at the problem. Its the same with all the shootings in black neighborhoods over drugs etc. The attitude is let them kill each other vs put resources to correct the problem. This causes more innocent people and kids to get hurt because they are unable to get out of there.
