EU Seen Rejecting U.S. Plan to Monitor Internet, Paper Says

Brussels, Oct. 8 (Bloomberg) -- A policy paper due to be
released today by the European Commission, the European Union's
executive agency, is expected to reject a U.S. proposal that
would enable law enforcement bodies to monitor Internet
communications between businesses and individuals, The Wall
Street Journal Europe reported, citing an unnamed commission
official. Access by law enforcement isn't rejected in principle,
but commission officials doubt the effectiveness and methodology
of the "key escrow" system advocated by the U.S., under which
users would have to keep copies of the keys used to decode
information with "trusted third parties" such as government
agencies or companies certified by government. The European
Commission document doesn't endorse a specific alternative, but
makes clear that the commission doesn't want to shape the market
by laying down a specific technological approach, the paper
says.

In July, U.S. officials balked at a commission request for
a new U.S. regulatory body to monitor breaches of privacy on the
Internet and to act on consumers' complaints.
